How is the Lamp Inspection conducted?

An Official Brake and Lamp Inspection is conducted by technicians licensed by

the Bureau of Automotive Repair in a station licensed to do such inspections

using B.A.R. approved equipment and procedures. These stations are subject to

B.A.R regulation and oversight.
For the Lamp Inspection, the licensed technician will check to see that
the lighting systems of the vehicle is in correct operating condition. This
will generally include using specially designed and certified equipment to
measure the aim of the beam of the headlights as well as the visual inspection
of any exterior safety lighting devices such as turn signals and clearance lights.

Also of major concern is the proper operation of the brake lamp and tail
light electrical system. Once successfully completed, the technician will issue
a certificate, good for 90 days, to be presented to the requesting agency, usually California

Department of Motor Vehicles.

Then the registration process may be completed.
